Reading La Guajira's Territory Before Building on It

Examines the territory the project hopes to enter. Across four candidate sites it maps 53 structural risk factors — from water scarcity and poverty to armed actors and fragmented authority — and finds that none allows unrestricted entry. The core message: leadership, engagement and security questions must be resolved before arriving on the ground, and here water, not electricity, is the entry point.
